yes cheeky is usually disrespectful but playful at the same time similar to teasing |I usually associated it with being playful/prankish but other English language parts of the world may associate it with negativity.|I don't know about others but I often use the word (cheeky) to describe something being playful and or silly (in a sarcastic way)
